On the 25th of November 2025, Canada carried out its recent Express Entry draw<\/strong> through the Provincial Nominee Program (PNP<\/a>) which saw the issuance of 777 Invitations to Apply (ITAs) for permanent residency and a rather low Comprehensive Ranking System (CRS) cut-off of 699, thus, many provincial nominees got the chance who were otherwise not able to.<\/p>\n

Reasons Why This PNP Draw Is Important<\/span><\/h3>\n

\u25cf The draw that took place on April 14, 2025, which issued 825 ITAs, marked the largest PNP only round in 2025.<\/p>\n

\u25cf The lower CRS<\/a> cut-off (699) compared to prior draws indicates a reduction in competition for PNP-nominated candidates, thus making it a profitable opportunity for many applicants.<\/p>\n

\u25cf The timing goes hand in hand with the 2026\u20132028 Immigration Levels Plan of the government, under which the PNP quota has been increased by 66%. This indicates a shift in the immigration strategy towards more regional and labour-market\u2013responsive immigration.<\/p>\n

\u25cf With its increased draw size and lowered thresholds, PNP is likely to be one of the easiest pathways to permanent residency at the end of the year.<\/p>\n

What This Means for Express Entry Candidates<\/span><\/h3>\n

Due to the lowering of the CRS score<\/a> and the issuance of a large number of invitations to apply in the last draw, the PNP pathway becomes an attractive option, particularly for those who get a provincial nomination.<\/p>\n

Applicants for future lottery draws are advised to:<\/h3>\n

\u25cf Make their CRS profile stronger by getting higher scores in language tests, earning a degree or getting more work experience and most importantly applying for a provincial nomination if it is possible.<\/p>\n

\u25cf Stay alert to the next draws, since the IRCC might soon have category-based draws (French-speaking skilled workers or Canadian Experience Class) between the 26th and 27th of November.<\/p>\n
