This specific draw was conducted under the Manitoba Provincial Nominee Program (MPNP) and had a focus on those with invitations from a particular recruitment effort. In total, there have been 53 Letters of Advice to Apply (LAAs) issued across five different regional initiatives.

Allocations for Strategic Recruitment in Detail
There were a total of 53 invitation allocations that were allocated as follows –
- Employer Services (15 LAAs): This was for the allocation of invitations to skilled foreign workers who had received direct pre-screening services from recognized Manitoba employers.
- Francophone Community (13 LAAs): This involved French-speaking professionals who were part of the economic partnerships established between the two communities outside Winnipeg.
- Ethnocultural Communities (12 LAAs): The allocations here were directed to candidates in ethnocultural support programs which had been created within the province.
- Regional Communities (9 LAAs): This involves candidates nominated by the economic development regions for filling labor shortages in their communities.
- Temporary Public Policy (TPP) (4 LAAs): These are allocations made under the temporary public policy for issuing work permits to nominee applicants.
Implications for Express Entry Candidates
Of the total 53 LAAs issued in this lottery, 6 of them were specifically sent to the Express Entry Candidates who had mentioned an Express Entry ID Number along with a job seeker validation code in their application. After completing the provincial nomination assessment process, and being issued a provincial nomination certificate, they will get 600 bonus points in the CRS of Canada. These bonus points ensure that they will receive an ITA in any further selection round.
Important Notes for Candidates Who Did Not Receive an LAA
The MPNP pointed out certain technical reasons as to why applicants who thought they met the eligibility criteria did not receive an LAA in Draw #277 –
- Language Test Credentials – Applicant indicated having taken an eligible third-party language test (either English or French) and failed to provide a valid language test number; or the language test has expired prior to the draw date.
- Invitation Verification – Applicant indicated having received an invitation as part of a strategic recruitment initiative and failed to enter a valid invitation number in his/her EOI profile.
Next Steps for Invited Applicants
Invitees who have been issued an LAA in Draw #277 should ensure that they complete their online application, which will require full documentation, within 60 days from the date of receipt. Invitees will be required to provide proof of their direct recruitment invitation, language proficiency, education, and employment.
