Canada to Welcome 500, 000 New Immigrants in 2025

The immigration level plans of Canada help us as a guide for the amount of new immigrants Canada plans to welcome in the coming next three years.

Canada recently announced its immigration levels plan for 2023-2025.

Canada targets to welcome over 465,000 new immigrants in the year 2023.

In 2024, the aim will increase to 485,000 new immigrants.

And in the year 2025, the goal will rise to welcome 500,000 new immigrants.

Canada welcomed over 405,000 immigrants in the year 2021, breaking its immigration record of all time, and has a plan to welcome over 432,000 new immigrants this year.

The immigration levels plan of Canada appear and help us a guide to understand the amount of new immigrants they targets to welcome every year. The immigration goals of Canada includes economic growth, reuniting families, and providing homes to the refugees going through hardship in abroad.

Express Entry and PNP target will rise

Most of the new permanent residents in Canada choose to immigrate through the economic class programs such as those within the Express Entry system or through the PNPs (Provincial Nomination Programs).

The goals for Express Entry arrival (chief applicants, spouses, and dependents) will grow as follows:

  • 82,880 in 2023
  • 109,020 in 2024
  • 114,000 in 2025

The provincial nomination programs will continue to be Canada’s principal admissions program to welcome the economic class immigrants and the aim will also rise to:

  • 105,500  in 2023
  • 110,000 in 2024
  • 117,500 in 2025

Higher PGP admissions

IRCC also aims to reunite the families. Family class sponsorship is the second largest permanent residence class after the economic class programs set out by the immigration levels plan. In the family class immigration programs, candidates gets sponsored for the permanent residency by their spouses, partners, children, or other family members.

Canada aims to continue to welcome over 80,000 new immigrants each year under the spouses, children, partners program.

The goal for the PGP parents and grandparents program will increase to 28,500 in 2023, followed by 34,000      in 2024, and 36,000 in 2025.

Refugee and humanitarian class targets

Under the Immigration Levels plan, the refugees and humanitarian class has an important place. Canada is a global leader in providing home to the refugees and individuals facing unsafe situations in their home countries.

Currently Canada has highest humanitarian class goals because of its efforts to complete various campaigns like welcoming over 40,000 refugees from Afghanistan.

Overall the refugee class aim will be 76,000 new landings in the each of 2023 and 2024, before dipping to 72,750 in 2025.

Similarly, the humanitarian class aim which is currently declining from over 16,000 in 2023 to 8,000 in 2025.

Canada’s immigration strategy

The current immigration strategy of Canada has begun to take its current form in the 1980s. During that time, the Canadian government did not looked that far and mostly build immigration targets on the economy of the day.

In the year 1984, Canada welcomed lesser than 90,000 immigrants. In the year 1990, the Canadian government realized the labour shortages in the country and expanded the immigration targets to 250,000 new permanent residents.

The Liberal Government in Canada were created on these targets but because of the economic slowdown, they started to focus to welcome more newcomers and more economic class immigrants and lowering the Canada’s family and humanitarian class shares.

Until the Current Liberal government took over power in the year 2015, Canada welcomed over 260,000 immigrants yearly. The goals were raised to 300,000, followed by 340,000, right before the starting of COVID-19 pandemic in 2020.

The closed borers and travel restrictions throughout the world in 2020 made it hard for the Immigration, Refugees, and Citizenship Canada to process the candidate’s applications. However, Canada become successful in exceeding its 2021 immigration target and broke all the records by inviting the most permanent residents in a year, at 405,000.         Canada was able to achieve all these targets through the Canadian Experience Class and Provincial Nomination Programs (PNPs).

Currently, the situation of Canada is very unique as there is large labour shortage in Canada with nearly one million job vacancies. They both are the principal factors in the growing immigration goals of the country.

The main reason of the labour shortages in the country is because of the low birth rate of 1.4 children per women, this is one of the lowest worldwide. Because of a low birth rate, Canada has a slow natural increase in the population, making immigration the only option to grow the Canada’s population and labour force. Canada also needs newcomers to maintain a powerful tax base, an important factor in Canada’s efforts to offer compulsory services like education and healthcare.

Canada has one of the largest number of growing age populations. Around nine million people, or over a quarter of Canada’s population will soon reach to the retirement age by the year 2030. This will become the main reason of maximum shortage of skilled workers in Canada throughout all the sectors of the economy.

The Canadian Government should release the Immigration levels plan every year by November 1, according to the Immigration and Refugee Protection Act (IRPA), which is the principal immigration law of Canada. Although, the immigration levels plan 2022-2024, secondly announced in 2022, the first was announced in February, after the recent federal election on September 20, 2021.

To welcome more immigrants, Canada Express Entry is also experiencing the minimum CRS dropped below 500.
